The Waldo Water Tower, officially named the Frank T. Riley Memorial, was constructed in 1920 to address water pressure issues in one of the highest-elevation neighborhoods in Kansas City.
After Waldo was annexed by the city in 1909, growing demand for water outpaced the capabilities of existing infrastructure. Residents in the area frequently experienced low or no water pressure due to their distance from pumping stations along the Kansas and Turkey Creek rivers.
